Implementation

WP1 : Project management, evaluation and recommendations
This WP gathers the project-level activities which are transversal to all other WPs. It covers the project management and administration, the liaison with the policy level through a National Representatives Board, the integration of new members and international cooperation, the synthesis of the project achievements and their evaluation, and the synthesis of recommendations at the project level.
WP1 is led by ANR with the support of MIUR and MINECO as Task Leaders; MESR, Matimop-ISERD & FCT as Task Co-leaders.
WP2 : Transversal activities for coordination of existing instruments
In close coordination with the other work packages, the aim of WP2 is to facilitate the exchange of information and build common ground between NRFOs. This work is directed to four major objectives:

  • Improving awareness of NRFOs about the activities of other NRFOs in relation to the research of the Flagships and non-selected pilots.
  • Improving awareness by the two Flagship core projects about the activities of NRFOs in relation to their research.
  • Improving effectiveness of NRFOs when independently funding Flagship-related research.
  • Developing metrics to measure the contribution of NRFOs to the Flagship program.

These objectives are considered with a long-term outlook. The third and fourth objectives have a particular emphasis on the operational phase of the Flagships. Complementarily to WP4, 5 and 6, WP2 focuses on transversal aspects, i.e., aspects which are topic-independent or encompass more than one topic.

WP2 is led by EPSRC with the support of EAER as Task Leader; VINNOVA and NIH as Co-task leaders and ANR, F.R.S FNRS, IWT, MINECO, Matimop-ISERD, MIUR, NWO, FOM, NCBR, FCT, ANCS, UEFISCDI, VR and TUBITAK as contributing partners.

WP3 : Transversal activities for new initiatives
This WP is based on the preparatory work from WPs 2, 4, 5 & 6 and involves:

  • Identification of mechanisms to support the two Flagships, in close collaboration with WP4 and WP5
  • Identification of mechanisms to support the four non-selected pilots, in close collaboration with WP6
  • Planning, development and implementation of joint funding activities with critical mass, covering a range of different research types, from basic science to industry in critical areas for the FET Flagships
  • Monitoring and Reporting
  • Bridging researchers, the Flagships and the non-selected pilots

WP3 is led by FCT with the support of MIUR as Task Leader; ANR and NWO as Co-task leaders and F.R.S.-FNRS, IWT, MINECO, NIH, Matimop-ISERD, MIUR, NWO, FOM, NCBR, FCT, ANCS, UEFISCDI, VINNOVA, VR and TUBITAK as contributing partners.

WP4 : Thematic activities for the Graphene Flagship
The overall aim of this thematic work package is to build common ground between the Graphene Flagship core project and NRFOs. It sets up the stage to establish an efficient collaboration and coordination and is instrumental in building the Graphene flotilla beyond the Graphene Flagship core project. More specifically, the work package facilitates an intensive dialogue with the Graphene Flagship core project and builds a thematic basis upon which the other work packages can build their activities. The goals of the work package are the following:

  • Set up a homogeneous framework in order to easily manage the inclusion of researchers funded by the NRFOs into the Graphene Flagship during the fully operational phase
  • Exchange information about programmes in order to identify overlaps and potential synergies and foster bilateral cooperation among NRFOs or between NRFOs and the Graphene Flagship core project;
  • Exchange information about the scientific landscape in order to identify researchers who should be encouraged to network with the Graphene Flagship consortium and eventually to join it;
  • Define and partially manage joint instruments;
  • Description of work and role of partners

WP4 is led by VR with the support of ANR, MINECO, FCT as Task Leaders; DFG, MIUR, FOM as Co task leaders; and F.R.S.-FNRS, IWT, EAER, NIH, EI, Matimop-ISERD, MIUR, LZA, NCBR, UEFISCDI,VINNOVA, TUBITAK and EPSRC as contributing partners.

WP5 : Thematic activities for Human Brain Project (HBP) Flagship
The overall aim of this thematic WP is to build common ground between HBP Flagship core project and NRFOs. It sets up the stage to establish an efficient collaboration and coordination and is instrumental in building the HBP flotilla beyond the HBP Flagship core project. More specifically, the WP facilitates an intensive dialogue with the HBP Flagship consortium and creates a thematic basis upon which the other WPs can build their activities. The goals of the WP are the following:

  • Set up a homogeneous framework in order to easily manage the inclusion of researchers funded by the NRFOs into the HBP Flagship during the fully operational phase
  • Exchange information about programmes in order to identify overlaps and potential synergies and foster bilateral cooperation among NRFOs or between NRFOs and the HBP Flagship core project;
  • Exchange information about the scientific landscape in order to identify researchers who should be encouraged to network with the HBP Flagship consortium and eventually to join it;
  • Define and partially manage joint instruments.

Description of work and role of partners
WP5 is led by NWO with the support of EAER and ANR as Task Leaders; TUBITAK and MINECO as Co task leaders and, F.R.S.-FNRS, IWT, EAER, NIH, EI, Matimop-ISERD, MIUR, NCBR, UEFISCDI, VINNOVA, TUBITAK and EPSRC as contributing partners.

WP6 : Thematic activities for the four non-selected Pilots
Although two proposals have been selected as Flagship projects, the remaining four have all likely produced excellent scientific programmes. Whereas the two selected projects proceed to full Flagships status, the excellence and preparatory work of the others must not be lost, but must be developed for the benefit of European ICT research. The preparation effort spent by the consortia to submit such proposals indeed constitute a great asset and funding some of the activities planned in these programs may emerge as a strategic priority for Member States, Europe and the FET program in general.

The overall aim of this work package is to build common ground between the communities associated to the four non-selected Pilots and NRFOs. More specifically, the work package facilitates the execution of (some of) the activities planned for the four Pilots that have not been selected, so as to ensure that the effort and resources invested by the Commission and the scientific community in the preparatory phase of the ICT FET Flagships initiative are not wasted.
The goals of the work package are the following:

  • Identify topics to be supported for the 4 non-selected pilots
  • Exchange information about programmes in order to identify overlaps and potential synergies and foster bilateral cooperation among NRFOs or between NRFOs and the communities associated to the four non-selected Pilots;
  • Exchange information about the scientific landscape in order to identify researchers who should be encouraged to network with the communities associated to the four non-selected Pilots and eventually to join then;
  • Define and partially manage joint instruments.

WP6 is led by MIUR with the support of NIH, NWO, FCT as Task Leaders; and F.R.S.-FNRS, IWT, EAER, MINECO, EI, LZA and UEFISCDI, as contributing partners.

WP7 : Communication and information dissemination
The WP7 objectives are to ensure internal and external flow of information in order to raise the impact of FLAG-ERA and increase its visibility.

This WP is directed towards:

  • collecting the information and results generated by the different work packages and ensuring wide and targeted dissemination thereof;
  • developing a communication and information dissemination strategy in order to create adequate dissemination tools and define target communities;
  • identifying relevant stakeholders both inside and outside the Consortium including researchers, research funders, policy makers, EC representatives, FET Flagship representatives, journalists and representatives of related initiatives;
  • coordinating the organisation of FLAG-ERA workshops and outreach activities.

WP7 is led by F.R.S.-FNRS with the support of LZA as Task Leader; and ANR, EAER, MINECO, EI, UEFISCDI and TUBITAK as contributing partners.
